[JIRAALIGN-1473] Dependency: List Filter by work item allows only "contains" doesn't display all items when clicking search

Issue Summary

The filter options on the dependency list on work items are

• Requested for Jira Epic
• Requested for Story
• Requested for Sub-Initiative (Capability)
• Requested for Initiative (Portfolio Epic)

However, when selecting, the only option is "contains" a word you put in there.
When putting in something, nothing shows up.

Steps to Reproduce

1. Step 1 - Navigate to dependency grid 
2. Step 2 - Apply filter contains Requested for
3. Step 3 - Search for a set of dependency that has similar values requested for

Expected Results

Expected behaviour: For work items, specific work items should be able to be selected rather than words who are in multiple work items.

Updated By PM: The 4 requested for filters should be lookups and need to be able to handle 100s of 1000s of records (performance consideration).

Not all data selections are shown
