Issue Summary

Trying to load the control chart throws a 504 error and the data never loads on the report's page.
This happens despite different selections in the Tier 1 menu to try and work around the issue.

Steps to Reproduce

Prerequisites:

• A program and/or portfolio must be selected in the Configuration bar.
• Features must be created and assigned to a program.
• Stories must be created and assigned to a program.
• Features and stories must have changes in state since their initial creation.
• Navigate to the Control Report page and try to bring up the chart.

Expected Results

Since the Control Chart supports program and team level items (features and stories), we'll add a Program filter to reduce the scope of items in chart.

Customers encounter a 504
