[JIRAALIGN-1378] Story Progress Bar: When all task are complete users see 0% done even though all task are complete (due to no task hours associated)

Issue Summary

Stories are not showing up green as they are 0 % done based on task hours, even though all the tasks are complete. This is causing features to look less complete than they actually are. Users can not fix this issue as once stories are accepted. 

Steps to Reproduce

1. Step 1 - Ensure that the progress bar setting is configured to track progress by points  not counts
2. Step 2 - Create a story with multiple task
3. Step 3 - Complete each task with 0 hours 
4. Step 4 - Navigate to the team room and see progress bars and hover over the story progress bar

Expected Results

Story progress should be 100% when all tasks are done (even if not time tracked against tasks) or if the story is accepted.

Example:  if 2 of 3 are complete, we won't know if the last has hours. so the progress should be 0 if no task hours are burnt even if 2 of 3 are complete. Then switch to 100% when all task are complete despite the hours.
