Issue Summary

We have identified when customers enable-feature toggle 25, they are noticing that the approach toggle under the feature details panel is disabled, when you create a feature the approach field is displayed. 

Next, if a customer disables the feature toggle (25) then the approach toggle is enabled by default on the details panel but doesn't show on the feature. 

Steps to Reproduce

1. Step 1 - Enable multi program toggle for Epics (feature toggle 25)
2. Step 2 - Check the approach feature settings under detail panel 
3. Step. 3 - Create a feature to see if the approach field shows based on what's shown on the detail panel. 
4. Step. 4 -  Disable feature toggle 25
5. Step. 5 - Check to the details panel status for approach 
6. Create a feature
