Import doesn't complete/error when invalid program or release values included

Issue Summary

When loading the file to import Features, the load wheel keeps spinning and never ends. The issue does not happen all the time, most likely it will happen when data like "Primary Program" and "Release" doesn't match the exact name in Jira Align.

Steps to Reproduce

1. Download the ImportObjectsTemplate.xls file
2. Fill in the required data in the template
3. Fill the fields "Primary Program" and "Release" with a non-exisiting name
4. Try to import the file
5. The import never ends

Expected Results

In the validation modal, non-existent Programs and PIs should be highlighted in red so users know the records will not import. Upon clicking the import button, only the records that are successfully validated should be imported.

Actual Results

The load wheel keeps spinning and never ends.

Workaround

Ensure that data like "Primary Program" and "Release" match the exact name in Jira Align.
