[JIRAALIGN-1187] Program Tracking Report Not Showing Correct Metrics (Objectives & Features)

      Issue Summary

      The program tracker report isn't showing the correct total number of work items when comparing results with other views in the app (feature grid/objective progress/objective grid) the data doesn't represent what's truly associated with the Program and Program Increment.

      Steps to Reproduce

      1. Step 1 - Create Objectives or features (4-5 with program and PI)
      2. Step 2 - Set them all a variety of states (make sure to set one feature accepted
      3. Step 3 - Validate grid view vs the program tracker view

      Expected Results

      We should match the grid view

      Actual Results

            Closed in 10.89 
            "Show Team Items" toggle is On by default. Objectives are shown on Program Tracking report if they have Target Sync Sprint selected.

            Thus, objectives which anchor dates have not assigned to are not shown in the program tracking, there are shown only objectives with anchor dates of the specified PI in Tier 1.

            Hi ddortch@atlassian.com, I did some investigation around this issue. The issue related to 'features' was fixed in the scope of JIRAALIGN-1134, as for 'objectives' there is a different behavior by design. According to the existing implementation, on the Program Tracking page, there are shown only objectives that have anchor dates ( Target sprint Sync ) assigned to them which in turn Program Increment specified in the Tier 1 consists of.
