Issue Summary

The program tracker report isn't showing the correct total number of work items when comparing results with other views in the app (feature grid/objective progress/objective grid) the data doesn't represent what's truly associated with the Program and Program Increment.

Steps to Reproduce

1. Step 1 - Create Objectives or features (4-5 with program and PI)
2. Step 2 - Set them all a variety of states (make sure to set one feature accepted
3. Step 3 - Validate grid view vs the program tracker view
