      Program Increment Progress Report is not filtered by a Team(s) filter selection in Context Menu

      Steps: 
      1. Login. 
      2. Set a team and a PI in the context menu
      3. Go to Program Increment Progress Report

      AR: Data on the report is not filtered to objects associated to the team(s) selected in the context menu

      ER: All agile & kanban teams should be greyed out in tier 1 menu

      Workaround: Set Program in Context menu
