If an existing user attempts to reset their password on https://id.atlassian.com/login/resetpassword and their email is on the suppression list the only way to remove it from the suppression list is to create a Support Ticket with Atlassian.
There are self-serve unsuppression options for new users (see https://support.atlassian.com/jira-cloud-administration/docs/unblock-user-invites/) and for existing users who have not received a notification from a Jira Software or Jira Work Management project (see https://support.atlassian.com/jira-cloud-administration/docs/configure-a-project/#Notifications) but nothing for the Reset Password use case.

It would be great to provide this feature so that admins can un suppress the emails without getting the Atlassian team involvement and can resolve the issue at spot.
