I want to fully create and set-up a user before inviting the user. I want to specify that user's groups, provide them access to certain projects and Confluence pages, etc., before sending out their invitation to join my OnDemand JIRA instance.
Unfortunately there seems to be no way to manually send an invitation after I manually set up a user! Instead, there are obtuse, unnecessary workarounds. See e.g.:

None of these questions have a satisfactory answer, and the workarounds provided are time-consuming and not user-friendly for users for which JIRA is new to begin with.
If the system has the capability to send a signup invitation to a user, it should have the ability to resend that same invitation to the same user. In fact in this case, the invitation has never been sent, as I set up the user manually.
JIRA shouldn't place me in the position of secure key management and distribution. I shouldn't have to assign a password and then try to transport it securely to the user. The system has capability to send an invitation link. It should allow me to manually send that invitation link whenever I choose, as many times as I like.

THIS IS A JOKE!! HOW CAN THIS NOT BE AVAILABLE. WE ARE EVALUATING DIFFERENT SOFTWARE TO USE, AND THIS ONE IS THE WORST. MISSING BASIC FUNCTIONALITIES AND NOBODY IS EVEN BOTHERING TO IMPLEMENT IT.
