"System dashboard" and possibly other default strings are not localized

      It seems all languages still have "System Dashboard" in English. The string is likely sourced from

      jira-components/jira-core/src/main/resources/startupdatabase.xml and jira-components/jira-core/src/main/resources/startupdatabase.xml

      and

      jira-components/jira-core/src/main/resources/startupdatabase.xml and jira-components/jira-core/src/main/resources/startupdatabase-vertigo.xml .
