A ProForma User field does not allow searching all Jira accounts the way a Jira lookup field does.  This forces moving fields in and out of forms and disrupts the logical flow of forms.  The ProForma User field should be able to lookup all Jira accounts and behave more like the Jira lookup field.  Forms can be created in ways where customers are selecting directors, VPs, or other users for approval that do not have a Jira license or Browse Permission to the project.
