Deactivate Fisheye user instead of delete

      To revoke a user's access to FishEye, you need to delete the user's account. But for Crucible, you can deactivate users.

      We don't want to delete users in Fisheye since there might be a probability that user can come back to the company, but also has history purpose.

      This feature will be very helpful
