There is Knowledge Base for Deactivating users in Crucible and deleting users in Fisheye. However, our concern on this term is user count consistency between Fisheye and Crucible.

What I can suggest is to implement and function where user accounts can be deactivated (not deleted) in order to keep users history in both applications and then, keep the license count consitent.
