Summary
Allow admins to control MCP access per project/space on each of their Atlassian Apps.

Current Behavior
Currently, most MCP controls are done at the organization level and require org-wide permissions, without further restrictions on each Atlassian Cloud App.

Desired Behavior
Create controls that enable controlling these scopes or tools on each and every Project or Space.

Business Context
Increasing the granularity and combination of permissions may further increase the value and governance that our admins take from Atlassian Cloud and its tools.
