Check if user is active before counting against license

      If we do eventually handle CWD-972 and auto-move JIRA archived users to a Crowd internal directory, I would assume these users would be marked in-active. If this is the case, might be easier to check licensing against active users as well as groups.

            This is resolved for internal directories in Crowd 2.0. When CWD-1559 is implemented, it will also function for those LDAP directories that support the concept of an active user.

            We would like to see this fixed ASAP too, as one of our customers that has a crowd instance running on our servers
            looked quite surprised when they got a messages saying

            "You are fast approaching (within 10%) the user limit of your current crowd license (License Limit: 50 Current Users: 45)".

            while they only have 38 users active (and thus visible).
            We checked with their Confluence instance as well, but Confluence does the user count correctly (it actually did show 38 users and not the other 7 inactive ones). So perhaps this is a quick fix after all, just copying the license code from Confluence into Crowd?

            This is critical for us as we approach our license limit. We need to leave former employees in the system. I need something like:

            1. Inactive users not counted in license limit
            2. Inactive users cannot login
            3. Inactive users can have content in Confluence, JIRA, Bamboo, ... so that there are no problems with those applications and content is credited
