If we do eventually handle CWD-972 and auto-move JIRA archived users to a Crowd internal directory, I would assume these users would be marked in-active. If this is the case, might be easier to check licensing against active users as well as groups.

This is resolved for internal directories in Crowd 2.0. When
CWD-1559is implemented, it will also function for those LDAP directories that support the concept of an active user.
