Initial password is not checked when forbidding previous passwords

      Steps to reproduce:

      1. Set password history count to a positive integer in a directory
      2. Create a user in the directory
      3. Log in as that user
      4. Go to profile page
      5. Change password to something else
      6. Change password back to the original password

      Result: Password is set successfully to the original password.
