Password history count warning is one less than configured history count

      Steps to reproduce:

      Set password history count to a positive integer in a directory (say 5)
      Create a user in the directory
      Log in as that user
      Go to profile page
      Change password to something else three times
      For the sixth time choose one of the previous 5 (however not the first CWD-2691)
      Result: We get "Unable to update password since this password matches either the current password or one of the previous 4 passwords."
