Crowd should store all passwords even before "prevent password reuse" is enabled

      What happens now:
      There is no password reuse value set, and my password is 'monkey'
      I change my password today to 'gorilla'.
      Tomorrow, the admin sets a password reuse to value '2'.
      Tomorrow, I change my password to 'monkey' - it will succeed and allow me to set that password.
