User groups cannot be added as Reviewers because they are not listed in the Reviewers drop down

      Summary

      User groups cannot be added as Reviewers.

      Steps to Reproduce

      1. Create a group (test_group in the screenshots below)
      2. Make sure that the group has access to Crucible (see the "Access to Crucible" flag described on Global permissions)
      3. Create a review
      4. Start typing the test_group string to locate the group

      Expected Results

      The group test_group is listed in the drop down like version 3.10.3:

      Actual Results

      The group test_group is not listed in the drop down.
