Add option to license user for Crucible access upon user creation

With both products licensed (more FishEye license seats than Crucible license seats) adding users manually to FishEye/Crucible automatically adds each user to a Crucible license seat. After the Crucible license seats have been exhausted an error message is presented upon user add.

Workaround

1. Edit existing users and remove Crucible access.
2. Continue adding users.
