Allow administrator to choose whether a newly created user should have Crucible access by default.

    Description

      Currently, whenever we create a new user for FishEye, this user will be a "Active Crucible user" as well (by default). The problem arise when the administrator want to open Crucible for certain users only (selective). For example, a system with max 100 FishEye user and max 25 Crucible user. The administrator would like to select 25 out of 100 existing FishEye users to access Crucible, then the administrator has to disable those first 25 users (the access into Crucible) and re-enable for the other selected users. This create more works for administrator.

      Suggested resolution:

      1. Allow administrator to choose whether to set property Crucible Active User as default
      2. User browser allows administrator to check/uncheck property Crucible Active User in one shot.
