Problem

When moving a child page under parent page that has special character (double quote " or cyrillic characters) in the title, there will be 'Error retrieving breadcrumbs' warning in the Move Page dialog box and the page will not move.

We noticed that this was twice reported but not addressed. We also notice is error in versions such as 7.11.x and 7.7.x

Environment

7.11.x, 7.7.x

Steps to Reproduce

1. Create a page with a title containing special character or cyrillic characters such as : Учётные записи
2. Create a destination page with titles such as  - "Полезное по лицензированию Microsoft"
3. Create a child page under the page created in Step 1
4. Try to move the child page to another location and there is an 'Error retrieving breadcrumbs' warning.
5. Or try to move page from step 1 to page from step 2.

Expected Results

The page should be moved without any issues.

Actual Results

We receive error creating breadcrumbs error and the page is noted moved.

Workaround

None at this time.
