Unable to load or view user avatar in IE 11 if image is uploaded with wrong extension

      Summary

      Unable to load user avatar in IE 11 if it's PNG file with JPEG extension, or the other way around.

      1. The issue is interment in that it might not be triggered straightway, but after a restart and/or upgrade.
      2. Upload a user avatar which is PNG file with JPEG extension, or a JPEG file with PNG extension.
      3. View the user avatar anywhere in Confluence
      4. The image does not load.

      Expected Behavior

      The user avatar is shown.

      Actual Result

      Workaround

      1. Upload a new user avatar or change the current avatar file extension to PNG
      2. Use other browser (i.e Chrome)

      Notes

      Sometimes, Confluence is able to load the profile picture, but the issue might occur after a restart and/or an upgrade.

      It seems like Confluence is sending the wrong mime type for the image, and it's not able to load it.

      Found below error on Network Console:

      "DOM7009: Unable to decode image at URL"
