Allow emoticons to be enabled or disabled via the administrative interface

      Currently the only way to suppress emoticon rendering is to edit the wikiFiltersSubsystemContext.xml file. Would be nice if emoticons could instead be enabled or disabled via the administrative interface. If emoticons are disabled they should also disappear from the rich text editor and the notation help.
