2 byte characters in Who suggestion tooltip in search do not work

      Steps to reproduce:

      1. Add a new user with 2 byte characters in the name (e.g. 漢字)
      2. Go to Confluence search
      3. In the Who field, entering 漢字 will return nothing in the suggestion tooltip.
      4. Also, share a page and enter 漢字, and you will see the same result - nothing is displayed
