Steps to reproduce:
- Add a new user with umlauts in the name (e.g. Klaüs)
- Login as the user, add/modify a content
- As an admin, flush the caches and rebuild the index (just for precautions)
- Go to Confluence search
- In the Who field, search for "Kla" will suggest "Klaüs", but adding another character "ü" will not yield anything. In other words, search for "Klaüs" will return nothing in the suggestion tooltip.
For the record, Confluence passed the encoding test.
