This is an i18n issue - basically, whenever we encounter a character outside of the 7 bit clean ASCII range we run into the problem of ensuring that the wider range of UTF-8 characters are correctly handled by browsers, operating systems, etc..
For example, currently, if we use 'Löschen in MetaTool' as a title for a page, (which a customer has done), it will often fall into error, depending on the user's environment, when we export the space as zipped HTML.
Charle's idea - create page ids in the export for pages with difficult titles, etc..
This could also be part of a wider range of charset encoding issues which users have raised in regard to saving Russian welcome messages in Confluence, etc..
