User Browser in admin console displays duplicate user names when they exist in both local repository and LDAP

    Description

      This is especially affecting customers who have already have a list of users in the local repository and moved to LDAP repository later.

      The customer reported that "It's causing confusion, both in setting page/space permissions and in calculating the appropriate number of licenses that we need."
