Issue Summary

The new create Jira issue experience does not allow users to create issues on Jira DC connected via application link. It only supports Jira Cloud instances.

Steps to Reproduce

1. connect confluence to Jira DC via app link
2. access a published page
3. highlight the text and use the create Jira issue option
4. The create Jira issue side panel either keeps loading infinitely or it will only list cloud sites the user has access to.

Expected Results

User should be able to create Jira issues on Jira DC from confluence cloud

Actual Results

Create Jira issue side panel either keeps loading infinitely or it will only list cloud sites the user has access to.

Workaround

Currently, there is no known workaround to use the new Jira Issue creation experience. 

The Jira Legacy Issue macro is supported with DC instances.
