Allow option to enforce watching select spaces for all users

      Currently, users can watch spaces by going to the space or the space admin can manage space watchers. However, there is no option to select certain spaces that will add all users, including new users, as watchers of these spaces.

      This feature will allow admins an option to enforce watching select spaces, for all users.
