Allow Admins to disable space admin permission for new personal spaces

      When a user creates a new personal space, that user will have space admin permissions.

      One downside is that the user can enable anonymous access to the space (when the anonymous access is enabled at the site level).

      It would be great if Confluence Admins could disable by default space admin permissions for when new personal spaces are created
