Allow Confluence admins to restrict personal spaces from allowing anonymous access

      Currently, a new personal space is automatically provided with space admin permission. This setup allows users to enable anonymous access. In some cases, it's necessary to maintain anonymous access at the site level. It would be beneficial to empower Confluence Admins to disable anonymous access for all personal spaces.
