Indent and Outdent options missing in toolbar when editing templates in confluence cloud

Problem

Customers have reported that the "Indent" and "Outdent" options are not available when editing both global and local (space) templates in Confluence Cloud. Despite the unavailable options in the editing toolbar, the options appear when a document is created from the template.

Environment

• Confluence Cloud
• User Created Templates (global and local/space)

Steps to Reproduce

1. Navigate to the list of User Created Templates.
2. Select the "Edit" option for any given template.
3. Scroll down to a line that you intend to edit.
4. Notice the absence of the "Indent/Outdent" options in the toolbar.
5. Follow the process to create a new document using this template.
6. In the newly created document, place the cursor over a similar line that you intended to edit.
7. Notice that the "Indent/Outdent" options are now available in the editing toolbar.

Expected Results

The "Indent" and "Outdent" options should be consistently available in the editing toolbar, whether users are editing the template or a document created from the template.

Actual Results

The "Indent" and "Outdent" options are unavailable in the editing toolbar when editing the template, but appear when a document is created from the template.

Workaround

As a temporary solution, users can use the "Tab" key on their keyboard to indent lines while editing the template, though for bullet points this only works on a line-by-line basis and not for multiple selected lines (CONFCLOUD-62712).

Notes

Several users have noted that using the "Tab" key to indent lines works, but it is not an ideal solution due to its limitations. The inconsistency in the availability of the "Indent/Outdent" options between template editing and document editing has caused confusion and inconvenience. There is a need for improved documentation and functionality regarding list controls and indentation options within Confluence Cloud's editor.
