Unable to add groups to Restricted to Groups column in Confluence Application Navigator or sync groups from Jira Application Navigator

Issue Summary

Unable to add groups to Restricted to Groups column in Confluence Application Navigator or sync groups from Jira Application Navigator

Steps to Reproduce

1. Click on the hamburger menu at the top left-hand corner of the screen in Confluence
2. Click on the Configure... button to access Confluence Application Navigator
3. Try adding group(s) to Restricted to Groups

Expected Results

1. Group suggestions appear as more inputs added
2. Group(s) can be added successfully

Actual Results

1. No matching groups found appear in the group suggestion
2. Occasionally, the "Sorry, something went wrong. Your changes are not being saved" warning banner appears at the top of the page.
   

Additional notes

Groups can be added successfully via Jira Application Navigator but cannot be synced back to Confluence Application Navigator. Status HTTP 403 error code seen in the browser devtools when clicking on the refresh button on the Confluence Application Navigator page similar to the following bug tickets:

• CONFCLOUD-53872
• CONFCLOUD-57751

Workaround

Currently, there is no known workaround for this behaviour. A workaround will be added here when available
