Steps to reproduce

1. Go to JIRA Application Navigator.
2. Add a new entry OR update any application navigator links
3. Go to the Confluence Application Navigator, refresh the link Or page.

Expected results

Confluence application navigator is updated.

Actual results

No changes. Upon clicking the *Refresh all Application Link", the XHR request, which is sent to:
<instance>/wiki/rest/capabilities-consumer/1.0/admin/refreshcache fails, with a Status of 403, and content of "XSRF check failed"

Workaround

Do it the other way around. Add the link in Confluence Application Navigator first and refresh it in JIRA,
