      Issue Summary

According to Insert Confluence Wiki Markup, under Images, there's an attribute 'title' to display alternate text for an image:

Set alternate text for the image, which is displayed as a tooltip when on hover.

However, when using the correct syntax, there is no image title on hover.

      Steps to Reproduce

      1. Navigate to Space Settings > Look and feel > Page Layout
        https://*.atlassian.net/wiki/spaces/custompagecontent.action?key=KEY
      1. Insert syntax like
        !image.gif|title=text!

        Save.

      1. The pages in the space should have a tooltip on hover.

Confirmed on Legacy and New editors.

      Expected Results

Image title should show as a tooltip on hover.

      Actual Results

      No image title on hover
