Allow Users to opt-out from being a watcher of a page whenever they're leaving an inline comment in it

    Description

      Currently, if you add an inline-comment to a page you're automatically added as a watcher of that page.

      This can be disruptive for teams that relies heavily in this feature to drop notes but do not necessarily feel the need to be kept up to date with the following responses.
