(Non-JSM) Allow unlicensed, authenticated users to have anonymous read only access

      Issue Summary

      If a user (e.g. a JIRA user) is not licensed to use Confluence, they cannot view any Confluence content (from JIRA or Service Desk for instance) - even if that content is available to anonymous users. They currently have to log out before they can see the content.

      Steps to Reproduce

      1. Enable anonymous access to your Confluence Cloud site and space.
      2. Open an incognito window and go to a page within the anonymous space
      3. On the top-right corner, click on the Log in icon ( ) and authenticate with a user that does not have a Confluence license, but has access to the site
      4. You should be redirected back to the anonymous space's page

      Access restricted message is displayed
