Allow adding existing attachments on the new editor

Summary

In the new editor, it's not possible to add existing attachment that has been attached through the attachments page or by dragging and drop the file to the page (view mode) onto the editor

Environment

• Confluence Cloud
• New editor

Steps to Reproduce

1. Create a page in the new editor
2. Click on the "Files & Images" button.

Expected Results

Allow selection of attachments from the existing attachment to be added to the page:

Actual Results

No option to select from existing attachments

Notes

We have a few similar requests raised before but the suggestion is to use the recent uploads but the recent uploads is showing only the attachments that we have uploaded, regardless any pages or spaces or even instances, but if the attachments are uploaded by some other user, we wouldn't be able to see the existing attachments that have been attached on the ticket.

Basically this request is to bring back the upload feature to call the attached file from the attachments page.

Workaround

Go to the attachment's page of the page and download the files. Reattach the files o the editor.
