The Confluence welcome experience is in English when signing up in non-English language

      Issue Summary

      When signing up to Confluence as a Non-English user, the welcome experience appears in English. This also happens when "trying" Confluence from the Switcher in as a non-English user in a Jira instance.

      Steps to Reproduce

      1. Visit atlassian.co.jp 
      2. Create a Confluence trial instance
      3. Wait for the site to spin up and begin the "Welcome to Confluence" experience

      Expected Results

      The welcome experience is in Japanese

      Actual Results

      It's in English

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
