Issue Summary

As a non-English user joining Confluence, and creating a demo space, its content is always in English. It should be localized.

Steps to Reproduce

1. Visit atlassian.co.jp
2. Create a trial Confluence instance
3. Go through the (unfortunately English) welcome experience
4. View the automatically created demo space

Expected Results

The content of the demo space is in Japanese

Actual Results

It's in English
