Steps to Reproduce

1. Create two pages, named "ライセンス" and "license"
2. Add an anchor macro to each of the pages
3. Create another page and add anchor links to each of the anchors created on step 2

Expected Results

Both anchor links work

Actual Results

Anchor link scrolls to the right position only for the page titled "license"

Workaround

Reload the linked page, or use only single byte chars for the target page title

Note

• The symptom is similar with CONFCLOUD-62589 however this happens only if target page title contains multibyte characters
• Linking to headers doesn't work as well
