Steps to Reproduce

1. In the old editor, make two headings:
   1. test
   2. テスト
2. Add a Table of Contents (TOC) macro and publish the page
3. Click each links

Expected Result

Both links work

Actual Result

Only the link for "test" works. The link for "テスト" does not work

Workaround

Avoid using multibyte characters in the heading
