Allow site-admins the ability to control permissions on personal spaces of the instance

      Problem Definition

      site-admin cannot modify or control permissions for personal spaces in the instance. He needs to ask the owner of the space to control permissions.

      Suggested Solution

      site-admin should be able to control/manage permissions for personal spaces.

      Why this is important

      • If the owner of the personal space leaves the organization then how the site-admin will recover the space.
      • site-admin doesn't want the space to be kept personal, as the owner might save content that is against the organization laws
