      This issue is now solved for Cloud to Cloud migrations.

      We are currently working on a long term solution for Server to Cloud migrations but this will still take some time, and is tracked here: https://jira.atlassian.com/browse/CONFCLOUD-64436

      After migrating space by space from another Confluence instance, there might be users listed as Unknown Users
