Some Confluence administrators (control-freaks ) might not like the fact that labels can be arbitrarily created.
Add a permission that means only certain users can create new labels, everyone else has to pick from the list of labels that have already been used in the space. People without create label permission will necessarily need a different label-adding UI. (Maybe some clever Javascript that allows them to input existing labels from auto-complete, or arbitrary my: labels, but nothing else?)
This will require that "empty" labels are possible, so that a space admin can create a label for other people to use, but that does not yet label any content.
