Allow Confluence Users to Create Space Templates without Space Administrator Privileges

      Currently, in order to create a Space Template, a user needs to a Space Administrator. I'd like to be able to allow users to create templates for their spaces without the other privileges that come with being an Admin.

      I see 2 main options, either of which would be acceptable:

      • Create a new permission, allowing users/groups to create Space Templates.
      • Simply allowing any user with Add Page permissions to Create Templates as well. (you could make this configurable, to allow users to retain the current way as well)

      I found issue CONF-3021, but it's 7+ years old.

            +1 For allowing a user or user-group access to create templates for a Space without having access to change permission sets for that Space.

             

            Specifically our needs are the following:

            Our Atlassian and Confluence Admin manage and control what Spaces are created. Spaces has to represent a Department or a Production and we want 2-3 Space Admins to be responsible for keeping that Space in order, following the governance and best practice we have defined for Confluence use in our organization, so ideally they should have access to create Templates for the Space, edit Logo and Description, but not have access to edit the Permission Sets for a Space as we want to manage that on Atlassian/Confluence Admin Level (managed by our IT Department).

            This is to secure that we as admins in IT are in control of permission sets but allowing the Space Owners/Department Owners/Librarians to create and share templates within their space.

            Please add this feature because Administrators don't want to share admin permissions for users for security reasons. 

            This is our bottleneck across a lot of projects.

            Surprising that this still isn't resolved - seems like a fundamental need for templates.

            Hello everyone,

            We are currently shifting the efforts from templates to additional customization options for Confluence Cloud. However, this suggestion is under the team's consideration, meaning that even though our work for implementation is paused, we might come back and consider implementing it in the future.

            We will still keep the maintenance and continue to fix bugs that have higher priorities as per our Bug Fixing Policy.

            Confluence is a collaboration tool to TEAMS! So my team wants to create and maintain templates on their own, but they can not be all admins .... So please change this quickly and add a Template Creator permission!

            This would be a great feature to implement. 

            Especially for instances where Technical Writers perhaps don't need/are unable to be granted the space administrator permissions.

            Can Atlassian provide rationale as to why creating a template is restricted to only space admins?  For all the reasons why listed in the comments section here, I too would like to see users have the ability to create and manage templates within their team space, without requiring them to be a space admin.  This requirement creates a compliance conflicts and is therefore not tenable to add users as a space admin so they can manage templates.  The suggestion by Avni in a previous comment to create a template is a personal space is not helpful as templates are generally used by those within a team space, not a personal space.

            Providing our use case.

            Due to compliance reasons we can't grant users Admin due to ability to delete or add other admins.

            This blocks template creation and puts a damper on a major Confluence selling point.

            For a product that champions collaboration through shared spaces, it doesn't make sense for users to only be able to create templates in their personal spaces.

            A simple new permission and/or more granular permission(s) to control access to specific areas of spaces is needed. In some ways similar to how project roles in Jira Software work where permissions are plentiful.
