Users can create templates if they can create pages.

      Right now only space admin.s can create space templates.

      Simply allow users with the create page perm. to add templates.

            Thank you for raising this issue. While we can see how this feature would be useful, we have no plans to implement it in the foreseeable future. In order to set expectations, we're closing this request now.

            We could make it another permission, but we are trying to make the Confluence permission scheme not to complicated. Therefore we would rather allow users who can create pages to add templates.

            This was originally scheduled for 1.4 DR7, we're currently revising templates, however, and considering extending what they can do. We can't open up the permissions anymore, as a result, for templates, until we resolve how we will increase their power.
