Bulk user import

      At this moment, there is no way to import bulk users at once to Atlassian Cloud aside from raising a support ticket with following this instruction.

      I found the similar feature requests about our server products.

      On the other hand, the workarounds introduced in the feature requests don't work on Atlassian Cloud.
      If we implement this feature, it might be helpful for our customers.
