Allow Bulk Create users

      Problem Definition

      When there are less than 5 users in the User Management, the Bulk Create button is hidden.

      Suggested Solution

      Allow Bulk Create even when there is only a small number of user in User Management.

      Why this is important

      This will allow admins to initiate user creations much faster.
